and we pledged to perform work of national importance under civilian direction when required by law. when i recited this pledge last week, i could not imagine that work of national importance by civilians would be required here in boston so soon, but now all of us need to take up this pledge. we all have service to perform, and indeed we are all moved by the thousands of people who stepped forward in a moment of tragedy and confusion to serve. i want to salute everyone who ran towards the victim despite risk to themselves. everyone who gave blood, everyone who volunteered, shelter for stranded runners. i want to salute the members of law enforcement who are protecting us as we speak and to thank the people around the world who are sending messages of hope and solidarity. before us all the civilian work of national and even international interest. no one has to take a formal oath. we knew instinctively that we must rise to the occasion and act because of our common humanity. that is what makes us americans. one nation, under god, and now a prayer. dear god, oh, compassionate one, oh,

you're seeing a lot of law enforcement, the national guard. we've heard the navy is assisting the investigation. the back bay, if you've been to boston, is usually a very popular area, a very busy area, especially after the marathon. these bars are going crazy usually after the marathon with people celebrating. right now everything is shut down. everyone around here is looking for answers. they're coming up to reporters, going up to police officers, trying to figure out why anybody would do this. of course, there are so few answers as of now. again, the white house and homeland security chairman are saying it appeared to be terrorism. it happened around the four hour mark of the race, around the finish line. that's when most of the racers usually finish. it looks like it was intended to cause the most damage. right afterwards there was certainly a scene of chaos. the first explosion it seemed people didn't know quite what happened. maybe it could have been an accident. 15 seconds later when the second explosion went off, people knew something

i won't second-guess the law enforcement community on this one. i do wonder why not. i'm not going to second-guess. >> right now you would lean on the side of get the public's help. if we have pictures. you think some of the concern is what if these aren't the guys or if they're not at 100%, is that the issue you think potentially that they don't want to put these two people on here and what if it turns out they weren't a part of it? >> that's part of the psychology of resistance. you don't want to falsely accuse. i haven't seen videos nor has anyone else. they seem pretty confident that they either were involved directly, indirectly, perhaps had more information about it. for that reason again unless you thought they just suddenly came to the boston area and they hadn't laid down roots, they were not living there, they weren't conducting their personal affairs in the community, releasing it wouldn't do you much good. chances are good there's a presence in or around boston and they went through various activities like all of us do. gas, groceries, apartment, whatever.
